『回顧豐收的2015 ,展望閃耀的2016』


回顧2015年基金會的引導、對話工作推展中,有許多令人雀躍的成果。朝邦以客觀的引導角色,有系統地引導政府跨部門間在願景、政策及行動計劃的落實;不同層級的對話與溝通,讓公務系統的工作同仁們能夠增進彼此的了解、接納對方的立場和需求,提升組織協調合作的效能,順利地方政策的推動,進而達到為民服務的具體成果。這種參與式的規劃或共識,透過集思廣益,發揮執行綜效,有助於日後計劃落實與推展。我們欣見參與式對話在公務行政體系中開始產生變革的催化作用。

在這過程中,難免會有許多常年在公務系統中工作的參與者,帶著懷疑的眼光及心態來參加工作坊,然而在引導團隊透過事前的訪談,流程的設計與過程的帶領,一步一步讓所有參與者在安全及信任的氛圍之下,知無不言,言無不盡的參與討論,共同為組織孹畫未來藍圖,或主動跨越因法規制度所造成的組織間藩籬、積極為彼此建造暢行的便橋,提升組織協調合作的效能。這轉變的過程是很讓人驚喜的!朝邦團隊有幸見證這樣的轉變,應當歸功於我們服務的政府行政單位的長官對於引導師的充分信任與授權,願意開放更多對話的空間、接納多元的觀點,讓所屬同仁親身感受彼此傾聽、平等和尊重,而真正啟動了全體成員主動跳脫框架、改變思維,共同找到變革與行動之路。

展望2016年,朝邦第二本翻譯書將於三月份問世。 『力與愛: 一趟引導社會變革的世界紀實』(Power and Love: a theory and practice of social change)新書闡述的是不同國家的社會變革, 然而在任何變革中─從個人生活、工作、社區營造到社會、國家的變革, 『力與愛』明顯地影響變革的成敗。對於引導變革的工作者,更是有堤頂觀湖的作用。期待這本書可以在讀者真實的工作與生活中發揮作用。

隨著高齡社會的來臨,我們希望能創造跨世代間的對話與交流的機會,讓每個世代的人都能夠對不同世代的人有更多的傾聽、更多的同理,學習跨世代間的智慧。明年三月-六月,朝邦將協助推動一項有意義的對話展覽活動「親愛的我老了-與時間對話」展覽。這項展覽的品質來自於觀眾的互動與對話,因此對話引導員的角色非常重要。朝邦團隊負責培訓三十位超過六十五歲以上的資深大哥大姐們在為期三個月的展覽活動中擔任展覽活動中的對話引導員。這個活動深具意義且有開創性,可將對話文化向前推展一大步。

我們預期透過我們持續提供引導服務,讓參與式對話擴展更生活化,更普及;讓個人透過聆聽、探詢的對話中,豐富視野。我們也期待更多的組織看到參與式對話在變革中的價值,將更有系統地運用對話,在決策過程產生更完整地解決方案。

『力與愛』書中的一句非洲諺語說:「如果你想走快一點,一個人走; 如果你想走遠一點,就一起走。」讓我們一起走、一起學習參與式對話的文化;走的不快,但一定是可以走的很遠,促進社會正向改變。


Harvesting 2015 and looking forward to a brilliant 2016


Reflecting on 2015 from the perspective of the CP Yen Foundation (CPYF) there’s a lot to feel joyful about.  From an objective point of view, the Foundation systematically facilitated vision, policy and action plans in government departments to support pubic service providers to have improved cross-departmental communication, understanding and cooperation to implement policy smoothly and to serve the public with concrete results.  This kind of participatory planning and consensus building, using brainstorming to find synergies, helps the implementation of future plans.  We are pleased to see participatory dialogue having a positive change effect within the public administration system.

Recognising that there could have been many stakeholders skeptical about participating in this program, we interviewed participants ahead of the program to cultivate a sense of trust and safety.  During the workshop, teams drew blueprints of the future they wanted to create and began prototyping bridges across their departmental divides which could increase the organisation’s overall coordination, cooperation and effectiveness. The process of transformation was amazing to experience!   The CPYF team was fortunate to witness such change and are thankful for the participants and their host organisations’ full trust and support in this process – their willingness to create more space for dialogue and their acceptance of diverse opinions from their colleagues with equality and respect, as well as their acceptance to change their thinking and actions together.

Looking ahead to 2016, in March the CPYF will publish a translation of the book ”Power and Love: A Theory and Practice of Social Change” which explores the effect of power and love on social change from the perspective of personal life, work, community, and society in different countries.  This book can be useful for the work and life of social change facilitators.

One of the Foundation’s 2016 programmatic themes will focus on senior citizen and inter-generational dialogue.  In March the Foundation will support an exhibition called “My dear I am old: a dialogue with time” (「親愛的我老了-與時間對話」).  Because the exhibition contents will draw from audience interaction, dialogue facilitators will play an important role.  The CPYF team will be responsible for training more than thirty senior citizens aged seventy and above to serve as facilitators in this exhibition.  This programme could be a significant step towards creating a meaningful and transformative culture of dialogue.

Overall in 2016 we will continue to expand and bringing to life “dialogue and participation” through our facilitation services to enable individuals to generate a rich vision for their life using the dialogic capacities of listening and enquiry.  We also aspire for more organisations to systematically use dialogic participation as part of their change and decision-making process.

In the book “Power and Love” there is a quote from an African proverb that “if you want to go fast, go alone, but if you want to go far, go together."  Let us walk and learn together about the culture of dialogic participation and together we will go far in facilitating positive social change.
